The pH is measured from 1 to 14. From 1 to 6.0 the substance is acidic.
The pH is measure from 1 to 14. so, from 1 to 6.9 the substance is acidic. and from 7.01 to 14 the substance is basic. 7 is neutral. The closer the substance is to 7 it is either basic or acidic. As the number is lower the substance is more acidic for example: pH 2.9 is more acidic than pH 4.8
pH of 1 to < 7 indicates an acid pH of >7 to 14 indicates a base pH of 7 indicates water
If a substance has a PH of 11 then the substance is basic.

The pH is the negative log of the concentration of hydronium ions. (pH=-log [H3O+]) If the pH is high, the substance is basic. If it is low the substance is acidic. When the pH is exactly 7 the substance is neutral.
Most acidic is substance of pH of 2, then of pH of 5 and the substance of pH 7 is neutral and the substance of pH 11 is basic

Strong because a substance with a pH of 7 is considered neutral, so the further away from 7 the pH gets, the more strong of an acid it becomes.
A substance with a pH of 7 is not acidic nor is it basic. It is a neutral substance.
