It sounds like the high speed circuit (jet) in the carburettor is clogged up. To clean the mixture jets on the engine look at the carb, locate the screw adjustments (should have a spring under the screw head). GENTLY bottom the screw by counting the turns, write the number of turns down, include frational turns. Now remove the adjusting screw and spray it liberally with carb and choke cleaner (Berkebile 2+2 is good) replace the screw, gently bottom the screw and the turn out to the value you got when you first bottomed the adjuster. If you have more than one adjuster repeat the exercise. Clean out the fuel tank, replace the fuel filter if fitted. Fill with fresh fuel and run engine in tank of water.
Once the water pump is removed, the shaft will slide out, the 15hp driveshaft is free floating,

The gearcase will have to be removed again. Before reinstalling it, ensure that both the shifter handle, and the gearcase are engaged into forward gear.
What is it?
