The gearcase will have to be removed again. Before reinstalling it, ensure that both the shifter handle, and the gearcase are engaged into forward gear.
The impeller on a 9.8 Mercury outboard boat motor can be easily changed. Remove the retaining bolt. The impeller will come off. Reverse the process to install the new impeller.
I cant find neutral or reverse on the one I have 1954 super 10
1) reduce throttle to idle speed 2) move gear shifter to Neutral position 3) move gear shifter to Reverse position.
It's a matter of replacing the reverse position swith in the transmission. This switch tells the computer wheter it's in neutral, or reverse and when in reverse it triggers the reverse lights.
Sounds like the Neutral Safety Switch is malfunctioning somehow. It is supposed to allow starting in only neutral or park. It may need replacing or simply an adjustment.

remove the lower unit of the motor (the part with the prop attached to it) by loosening the four bolts which hold it on, as you are doing this be carefull to hold the lower unit in place when loosening the last bolt so it doesn't fall to the ground. Inside the unit is a small box held on by four bolts, this is the water pump, remove the four bolts and the gaskets (there are three gaskets two rubber gaskets which sandwich a metal gasket). The small turbine lookin thingy is the impeller. Remove the impeller inspect the casing and gaskets for cracks or damage. If the water pump housing is cracked or damaged replace it same with the gaskets. Install new impeller and repeat thes steps in reverse order to re-assemble.
it will drive but when in reverse it wont move
Even after replacing the switch it needs to be aligned with the shifter. Put the car in reverse and then have someone watch the lights as you loosen the switch and then rotate it slightly forward or backwards. once the lights come on, secure it in position.
Could it be the Neutral Safety Switch is out of alignment? Thinks Reverse is Neutral? I don't know Rovers, but there is a safety switch in vehicles with Automatic Transmissions, that prohibit the vehicle from being started in a Driver or Reverse gear.
