Is it an Automatic?
If so the computer is telling you that the engine does not have enough revs for the gear selected.
Without you engaging "kickdown" the engine management will change down automatically and that's when the warning light displays.

figured it out on my own since no one here was able to help. the pulse board(circuit board bolted directly onto the wiper moter) has an internal relay that is sticking. i replaced the circuit board.

They arn't being made anymore by my knowledge , they were a pretty cheap board, comparable to Liquid snowboards today. A good board if you're just trying it out, or a rider on a tight budget. You should put money into a higher quality board if you plan on sticking with it.
