A bank is dunning me for an old credit card I never heard of. Doesn't the bank have to produce a copy of a contract I signed to prove I am liable for the card account?

Send them a letter that their claim is disputed and under the FAIR Credit Billing Act, FACTA, and the Truth In lending Act, you demand they produce a copy of of a contract signed by you, if they can't produce one than tell them to F.O.A.D. or you will sue them for harassment under FDCPA.
