Smokey the bear. Based on a story of an orphaned cub rescued from a forest fire.
Smokey the bear was created by the United States Forrest Service in 1944 as a slogan of "Smokey Says- Care will prevent 9 of of 10 Forrest fires" His slogan was later changed to "Remember, Only you can stop Forrest fires!"
It's a tie.
In the mid 1900's, they came up with an ad campaign and a tv commercial to bring awareness of the cause of forrest fires, and the serious harm and damage they cause. Most forrest fires are caused by people being careless, either by tossing out lit cigarette butts or by not putting camp fires out all the way before leaving the camp site. And since bears live in the forrests, they used a bear as the 'mascot'. And since it was to prevent fires, which also have a lot of smoke, they named it "Smokey Bear", because it was a character which people, both children and adults, could easily remember.

"Only YOU can prevent forest fires." Previously, until 2001, it was "Remember - only YOU can prevent forest fires." Originally, in 1944, it was "Smokey says -- Care will prevent 9 out of 10 forest fires," but this was changed to the above in 1947.
