When a car is moving, this creates a difference in the relative velocity of the car as compared to the surrounding air. This creates a wind that presses on the windscreen. It doesn't actually matter, in terms of the amount of pressure, whether the car is not moving and the air is moving, or the car is moving and the air is not moving, what matters is only the difference in velocity between the car and the air.
Did you try moving the wipers arms a notch or two so when they start they are not at the bottom of the windshield but rather an inch or so above the bottom edge of the windshield to make them sweep farther to the outside?
Linkage disconnected or broken
If the motor is turning, but the wipers are not moving, then you have a broken or disconnected linkage.
It could, but it would be more likely to strike a metal part.
