The actual saying is closer to "a cat can look at a king" This apparently dates back to the days of absolute rule of kings, and a king who decreed that since he was clearly of divine blood, none of his subjects were allowed to look at him. Yet the palace cats could look at him, and did... and were not destroyed by divine wrath. This was used to indicate to the king how silly his edict was.
