The boundary of a chart across the bottom and up the side can be the axis. It depends on the kind of charts. They are use to have the values or categories of data. In a column chart, the base of the column is at the X Axis for example.

The person creating the chart can determine what they are. It will also depend on the type of chart and what data is selected before the process of creating the chart begins. So if only pure data and no headings are selected, then there won't be any specific X-axis titles when the chart is created. They can still be added by the user later. If headings are selected when the chart is being created, they will be added when the chart is created.
