What you're really asking whether a competitive - I prefer to call it a "capitalist" - society brings out a better person than one living in a "socialist" society? If you agree with the way I rephrased your question, I will give you a qualified "yes." The reason for this qualified yes has to do with defining what is "best." If you consider "best" as a person whose success if defined with being rich and by extension "powerful", then capitalism is the best vehicles. But if you think that "doing good and taking care of others" defines the "best individual - Warren Buffett and other wealthy, generous billionaires excepted - then socialism is your vehicle. May I suggest that a mixture of socialism and capitalism - we're not yet certain what mixture works best - is the ideal that we are all striving for.
