A Congressman can be arrested for any crime he commits. The only immunity a Congressman has is freedom from arrest inside Congress or going to or coming from Congess if it is in session for charges other than treason, felony or breach of piece. So if there is a warrant out for his arrest he can stay in Congress while it is in session and be free from arrest. But the moment Congress adjourns he is fair game.

House of representative represents the state (where each state may have at least one representative - some have one representative for each district) while senator represents the country (with 2 senators from each state). But congressman do have power to pass legislation that affects the entire country although it must pass through senate and the president. While in Congress, members are forbidden from holding any civil office under the authority of the United States which was created or the emoluments of that office were increased during the time the person was in Congress and no person holding any office under the United States shall be a member of either House during his continuance in office. In plain language, a member of Congress cannot hold any other office within the other two branches of government nor can an employee of one of the other branches of government become a Congressman and stay employed in those other branches.
