Politely point out that, since they left the counter before noticing the mistake, the onus is on them to prove the order was short. If they'd pointed out the mistake as soon as the order was handed over - the member of staff could have rectified the mistake immediately.
Who's to say the customer didn't eat one of the taco's on the way back to their seat !
