A horse that is not groomed regularly might develop a skin condition that is caused by bacteria and made worse in damp conditions known as Rain Rot.

Its actually the opposite that's true. The best conditions for bacteria to develop are in hot wet places.
Bacteria are almost always all around us, incl in our food, but at such low levels that they're not a problem. But if you give bacteria good growing conditions, they increase in numbers until they can make us sick.
A spore is formed by bacteria when the environment around it starts to become less favorable for growth (eg. depletion in nutrients, increase in temperatures, drop in moisture of the environment, etc). these spores lay dormant until the conditions become favorable again. When the environment changes to more favorable conditions the bacteria will develop and begin a new colony following the bacterial cycle
