It will prevent the waves from traveling through the building. You can also put flexible pipes which will prevent the pipes from breaking. If it breaks, waterlines and gas lines will leak.
A Base-isolated designed building reduces the amount of energy that reaches the building during an earthquake. For older buildings they are retrofitted for earthquakes.
