You need to get Oxygen into the patients blood (administer a richer mix of Oxygen for the patient to breathe).
Cyanosis is the bluish discoloration of the skin due to inadequate oxygenation of the blood; its presence implies that there are deoxygenated hemoglobins in the blood vessels, thus turning the color into a blue tone.

The medical term is 'cyanosis'. It usually occurs when the patient's respiratory system is shutting down - resulting in non-oxygenated blood cirulating through the body.
Signs and symptoms of inadequate oxygenation include cyanosis, drowsiness, confusion, restlessness, anxiety, or slow, shallow, difficult, or irregular breathing.
In most cases, paleness, cyanosis (a blue tinge) on the lips, gums, nail beds and conjunctiva (inner eyelids). Fatigue, confusion, unconsciousness cardiac arrythmias, and, eventually death. The exception to cyanosis is carbon monoxide poisoning, in which the lips, nail beds, etc. appear cherry red, and the patient's skin tone is rosey.
