I do not think that the sentence is grammatically correct. The sentence seems ambiguous to me. Is the statement suggesting that "she has good command" of a group of people or animals? Or, is the statement suppose to imply that "she has command" of the English language?
My command of the English language both verbal and written allows me to function compently in any situation.

If you live in the US and have excellent command of the English language, but not likely if you live outside of the US or your English skills are poor.
If you are speaking as a person whose first language is English, the answer is communication. If you are another 'normal' person the importance needs discussion.

Yes, i agree that a person can face a little difficulties if he/she is a non-English speaker, but that is why he/she is opting to learn English. Nothing is easy, you need to put some effort to get something. And yes once you have decided you can get what you want. And in this case you can have English Training Courses by which you can have good command over your English. I too have gone through the same but now i have some good command over it.
