Power supplies (PS) are compatible with motherboards for the most part and not the chip itself. So I would need more details, (Motherboard, Year, who made it) but for the most part as long as the power requirements and form factor meet or are close you should be fine. The real problem would be if the PS didn't have enough power for the new system, then you could run into all kinds of problems when your system try's to draw more power than the PS can handle. There are stickers that do state wattage and volts on the PS and you should compare these. If the Pentium 4 system has a lower power requirement than the Pentium 3 it probably would not be good to swap them. But in any case the motherboards should have all the same connectors you need to make it work in either system.
