Many schools actually have a school psychologist and if you cant get the school psychologist or you dont like or dont think they help you all guidance counselors have some on the job training in counseling which is the exact same thing you would get from the psychologist. Usually it goes guidance counselor-school psychologist-referral to psychtriatist. If you cannot solve your problem within the school which is fine.

While a general psychology degree is helpful, it is usually required to take a large number of graduate school courses in school psychology. So, a person wishing to become a school psychologist would be well advised to get their degree in their specialty area.

As I understand it, a School Psychologist requires a minimum of a Master's Degree in most schools throughout the nation. That degree is usually pretty healthy requiring some where around 72 credits at the Masters level. However, if School Psychologist is a thought, I would think PhD. That's just a personal opinion.
