I don't know the regulations, but I would say that if it was on purpose, then yes, if not, then it was just a simple mistake. If he were to be charged with the victims death, I would say murder if he intentionally connected them, and manslaughter if it was an accident/mistake.

How a person can earth a conductor?

Inside a building, you connect the conductor to the AC outlet ground (the circular hole in the wall outlet). Outside the building, the conductor can be connected (soldered, for example) to a copper pipe which has more than six feet underground in soil. Warning: never work with electricity, no matter that it is just for a second, unless you have taken safety classes and basic lessons in electricity. People go to school to be an electrician.

Conductor directly connected to the earth?

A conductor that is directly connected to the earth is called ground. One of its applications is through the determination of the field strength of surface wave radio transmissions.

What is the advantage of connecting the outer conductor of a coaxial cable to ground?

To prevent the outer conductor, or shield, from radiating, it is connected to electrical ground, keeping it at a constant potential.

What is the Acceptable current in ground cable?

A ground is not expected to carry any current. It's only there in case of a fault condition. If you have a current reading through a ground wire there is a fault that needs to be corrected. Many times a lazy electrician who couldn't find a broken neutral connected a receptacle or light fixture to ground to make it work. This is not a proper use of the grounding system, and it is dangerous and should be corrected if encountered. The grounding conductor should have at least the same ampacity of the largest phase conductor connected to the circuits it protects. That way it is capable of carrying the full current of the largest conductor in case of a fault.
