When a boat is floating on water it displaces water equal to its weight(Archimedes Principle). As the density of water is less than boat so water displaced is greater than volume of boat. When the boat sinks water displaced is equal to volume of boat. So less water is displaced in 2nd case and consequently water level goes down. Note - relation between volume(v) mass(m) and density(d) : d = m/v

For safety reasons try to remain with the watercraft. Those trying to find you will have better chances looking for an overturned hull as opposed to heads bobbing up and down in the water. I would add that a smaller boat overtaking a larger boat or ship should always give way or alter its course because a larger boat or ship cannot quickly slow down or change its course. The larger vessel already underway should continue, without the added concern of an overtaking smaller boat causing a collision.
