No it means a bird with white feathers has lost one.

Everything has meaning. I believe it was a sign to comfort you and to let you know that he is with you. You already knew that though. I feel at that moment when it was cascading down to your feet you had a sense of calmness. I hope you did keep that feather. If you didn't at least you remember it. Every time you think of your dog and the sadness starts to fill your heart, just remember how you felt at that moment that feather was falling. Animals have spirits too. They pick us.
