Replace the Flasher Relay. Located under dash, driver's side, above fuse block, mounted on kick panel. This will solve your problem.

I have a 1999 Accord LX coupe and the EXACT same thing happens to me - and usually it happens in the most inconvenient times. I'm guessing maybe the actual AC dash unit needs to be replaced. But I'm beginning to wonder if this is a common problem.
