It is called "Fondant". It is like a thick icing-paste that can be rolled out and molded. It drier relatively firm, and is non-sticky and non-liquidy. Fondant is very good for decorating.

No you can't, ganache icing is sweet butter is for the salty stuff or some sweet things but not cupcakes or cakes sub icing and butter is not cool it may look so good on the outside but when you bite into it it won't go so well
It depends on what the cake needs to be for. Fondant is better for making more intricate details and designs on and for withstanding travel and the weather / elements better. Buttercream frosting is easier to work with, more available, tastes better, and cen be made into colors and fitted around cakes very easily.
