push firmly downwards in the middle of their chest at a regular rate. Ideally, you should alternate two rescue breaths with 30 chest compressions for anyone who has been rescued from drowning. This will help build up a supply of oxygen in their blood.

The first priority is to get help coming right away. Call EMS or local emergency number. If necessary, you may need to leave the vicinity of the victim to get help on the way.

That depends...if you happen upon an unresponsive victim, you need to check to see if they are breathing and if they have a pulse first. Look, listen, and feel for 10-15 seconds. If they are pulseless and apneic (not breathing) you should perform chest compressions and rescue breathing immediately, at a ratio of 30 compressions to 2 breaths, @ 100 compressions/minute. If they do have a pulse, but are apneic, perform rescue breathing only, @ 1 breath every 5 seconds. If you are alone and happen upon an "un-witnessed" collapse and you don't know how long they've been down, do CPR for 2 minutes, and then try to go for help.
