After World War 1 who did the German's blame their problems on?

There were two entities for which Post- WWI Germany blamed their social & economic status the war:

1. The Kaiser, for having agreed to surrender in the first place;

2. The Treaty of Versailles, which made unfair & unbearable demands on Germany.

The latter of the two, the Treaty of Versailles, was meant to not only bring Germany to her knees, but in some aspects to destroy Germany all together. There would be a complete moratorium on German industry, making Her rely on an Agronomic economy. Total Communistic rule was a strong possibility, as Germany struggled to become a more democratic country. In fact, there were four completely different ruling governments by the time Adolf Hitler came to power. The unemployment rate grew to a high of 33%.
