Try asking your question again - it makes no sense as presently written. If the vehicle won't start - then it won't run. If it won't run how can the speedometer needle be bouncing? (?????)
It depends on where you start from. If you start from Orlando, you might see Disney World; if you start from Seattle, the Space Needle is a good possibility.

its a 1994 cavalier the speedometer runs on its own and will not start it starts when the speedometer is not running it has the vs sensor
start you car and use the h and m button to set the time you can only set the clock when your car is running

if your talking about the needle on the speedometer, disconnect the battery again and it should go back around to the right spot for some reason when they get juice from the battery they jump backwards , try this it worked on mine when i put the battery cable back on i dont immediately start it , i wait for the needle to go down to the bottom before starting , hope it works for you

Actually , it doesn't have a conventional speedometer cable , it has an electronic speedometer and a vehicle speed sensor ( VSS ) according to my Haynes repair manual
Start with the vehicle speed sensor the feeds the speedometer and odometer.Also look at the Brake/Speedometer problem associated with the Windstar recall for a leaking brake pressure switch
Did your battery go dead or removed, if so sometimes you can let everything go dead again and the gauges will start working again, if this doesn't work and the needle is below the little pin you can drill a small hole above the needle and I took a paper clip I had straightened out and pulled the needle above the pin and it worked great. I did this before my battery went dead, again (I had done this fix only on the speedometer) and when my battery went dead again the rpm gauge started working correctly again.
A needle and thread is a good start.
