Trust me, dont even think of doing a diploma from CIPET! I did and I feel screwed totally; it is not recognised by any of the govt institutes(none of the govt jobs are for cipet diplomas). Go for a mech diploma instead! Good Luck!

Yes can join any B.tech course from all over India. through the lateral entry (a diploma holder can directly admit in 2nd year of b.tech within reserved kota and also with or without any entrance exam)but you have to ensure either your diploma marks percentage and Subject are fit to desire branch of b.tech.it is happening sometime that most of reputed privet colleges are allowing to admit in any branch of b.tech which is not matching with your diploma course like plastics diploma can take mech.branch. for any clarification contact on my mail: ranjan_mail@ymail.com.
