I'm not sure if there's a recommendation on them or not, but they usually don't need changed often unless you've gotten fuel with a lot of sediment in it. I generally change it after 30,000 miles. The fuel filter on the '99 durango is part of the fuel pump assembly, located in the gas tank, and cannot be changed independently. I wouldn't recommend changing the $250 fuel pump every 30k miles.
