a good rule of thumb is to replace the fuel filter every 30,000 miles or 24 months
The fuel filter on the '99 durango is part of the fuel pump assembly, located in the gas tank, and cannot be changed independently. I wouldn't recommend changing the $250 fuel pump every 30k miles. Since the fuel pump will probably die at about 100k miles, that's when you'll change the fuel filter. Search this Wiki for easy instructions on how to change the fuel pump.
