i had the same problem with mine and all it was is that i dident get the plug all the way in. The bad thing is you have to take the dash off again

For a 1995 Marquis it requires a skilled mechanic several hours to drop steering column, remove entire dashboard, disconnect airbags, just to get to the heater core.
If it is leaking it needs replacing. If you have no heat and the inlet heater hose is hot and the outlet is cool, it is stopped up and may need replacing, if it cannot be flushed out.
CHECK BLOWER MOTOR, AND HEATER CORE BOTH INSIDE THE CAR UNDER THE DASHBOARD

to replace the heater core requires that the dashboard be removed and some parts uder the hood. VERY exstensive job.Might wanna take it in and have it done. about 6 hours,Haynes auto repair manual has step by step instruction. book runs about $20
The heater coil is located behind the dash board. You will have to remove the dashboard to get at the heater coil
