You will have to do a little troubleshooting to find out what the real issue is here. A scan tool that can read the coolant temperature may help, as it will show you what the engine computer is reading from the sensor. This is important because the computer controls the cooling fans through 3 relays, so that they turn on at the appropriate time.
But if you see the temperature gauge changing once the engine starts to warm up, then the temperature sensor is probably working, as the computer also controls that gauge.

The 1995 Chevy Silverado coolant sensor is located on the front of the engine. The coolant sensor will be a few inches above the thermostat housing.

If you are referring to the coolant level sensor, it is mounted on the radiator tank, on the passenger side, near the battery.If you are referring to the coolant temperature sensor, it is located near the thermostat housing, just in front of the throttle body.In either case, you should see a connector and wires going to the sensor.Good Luck, Greg
