car won't turn over
If ignition problems still persist after replacing the neutral safety switch on a 1995 Chevy S10 check the starter. A broken starter will result in a car which will not be able to turn over the engine.
Weak battery Bad starter Loose or corroded battery cables Bad neutral switch
You have a bad starter solenoid or for some reason starter is still not getting enough current-which could be the bat or connections are corroded etc. Check bat voltage and connections (all) to starter.
Voltage Regulator?
Either your starter solenoid, if not check the neutral safety or clutch safety switch.

In some later model Sebrings there is a fuse in the engine compartment fuse box that controls the starter. If it blows you have a loose connection on the starter so replacing the fuse will not solve the problem. You need to tighten down the connector bolt.
new battery,altnator,starter,changed all fluids and still not start. but it will turn over.acts like its not getting spark or maybe fuel but i hear the fuel pump kick on but still nothing. and also just replaced the ecm computer module too and still nothing need help asap thanks.
Your problem is the starter solenoid. It may be a remote solenoid mounted on the inner fender well. You can easily check it by running a battery booster cable from the positive battery post to the starter side of the solenoid wiring (the heavy wiring). If the starter operates, the solenoid is bad.
Check the battery cables. Especially the neg cable all the way down under to the starter and ground.
