After you defeat all 8 Gym Leaders and get all the badges, you have to go and beat the Elite Four. When you're finished with the Elite Four, you have to defeat the Johto League Master. Once YOU are the Johto master, Professor Elm will give you a ticket for the S.S. Aqua which can be located in Olivine City. Then, you will be taken to Kanto where you can defeat all 8 of the Kanto Gym Leaders. In the end, you get a chance to REBATTLE all 16 Gym Leaders! I know it's a lot but...
