Air bag light is on and horn doesn't work in 2001 Dodge Stratus?

This is the result of a defective broken "clockspring" in the steering wheel which controls the voltage connection for the horn and airbag sensor. When is is defective, the aribag light stays on and the horn and curise control will not function. There was a manufacturer recall for this problem with a lifetime replacement warranty.
