I think because the phrase "to end all wars" is a euphemism for "mother of all wars" as an example. It was the biggest war the world had ever seen. Even if it was meant to be taken literally, it was coined during WWI, at a time they could not imagine the world today.
The "war to end all wars" was supposedly what is referred to as the first world war, or WWI. It is obviously not the case that WWI ended wars. This phrase, or something like it, started with H.G. Wells, I believe.
