Technically the 14th amendment. But as some states set up rules saying that no former slaves could vote, the 15th was then passed prohibiting that. At that point, all male blacks over 21 could vote.
The 19th amendment allowed all black women over 21 to vote.
And the 26th amendment allowed all black men and women over 18 to vote.
It was mostly the 15th.

The Fifteenth Amendment prohibits the denial of voting rights on the basis of color or national origin. Along with the 14th Amendment (granted citizenship, prohibited slavery), it allowed African-American males to vote.

The 19th Amendment granted women the right to vote. It was ratified in 1920.
