Executive power
No, new legislation would have to be passed by Congress and the US President's signature.
The President is, under the Constitution, the commander in chief of the armed forces. He also has the power to appoint judges and other officials and has the power to veto legislation.

president
In some countries the president is actually a dictator, in these cases the president would have absolute power. It is not so in countries such as the USA or France for instance.
Terrorism or abuse of power or crime
The US Civil War had more American casualties than any other war; hence the US President in power during the Civil War, Abraham Lincoln, would have had the most troops die under his administration.
Amnesty, Rights, etc.
No, he did not. First, in the world today, it's pretty hard to keep anything secret, and somebody would have found out about it by now, if it existed. But there is no such program of "secret amnesty," contrary to what you may hear on talk shows or read on partisan websites. Second, what some people call "amnesty," other people call "immigration reform." Mr. Obama has never said he believes in amnesty, but he does believe our current immigration system is broken and needs to be fixed. He has offered many suggestions, and a bi-partisan bill to reform the immigration laws passed the Senate; but the House refuses to even give that bill a vote, so we are stuck with the old system for now.
