Congenital means that the baby was born with it. So if a baby has congenital brain damage, then it means that the baby was born with the brain damage.

There is a lot of damage that can be done by not supporting a baby's head. Both brain damage and suffocation can occur if the head is not supported.
I've always heard that you should not get an amniocentesis in this case. There is a chance it could damage the baby. I've had 3 children and I wouldn't do it unless there was a history of something serious.
