There are no laws, that I'm aware of, that cover this. It is strictly a business/banking/parental decision. If you are old enough to have your own account and the bank wishes to issue you an ATM card, it is up to them whether to issue one to you or not. If your parents wish you to have an ATM that can draw against their account, then that is up to them.
