They did not always participate at sea. They participated more on land than at sea and Canada was not also just on the the side of the United States. They can be viewed as but some actions they made can also argue that point. The only thing I can think of at sea is with the Berlin Aircraft and having an aircraft take off or land every two minutes in Berlin. However, I think that was more of the US.
