Oak is high in tannins. Red wine is also high in tannins and can also leave dark stains. Wet oak will produce a similar result. There are commercial products that will remove oak stains, such as 'CLR'. Another way is with muriatic Acid, available from hardware shops or builders stores. Muriatic Acid is very corrosive and poisonous. Follow the instructions carefully.

Do the f1 racing circuit cleaned before the race begin?

Yes. The F1 racing circuit is cleaned thoroughly before the race starts. Pieces of sharp debris may cause punctures to the tyres esp at high speeds. Similarly dried leaves or pieces of plastic may get stuck in the exhaust vents and cause overheating. So, the track organizers go around the track and pick up/clean the entire track properly before the race starts to minimize accidents and damages to the car. Even during the race, if an accident happens which might cause pieces of car's body to be strewn all over the accident area, the support staff clean the area thoroughly and the race is allowed only after the area is properly cleaned.
