To remove the bolt that attaches the lines to the block, I come in the front with a 3/8" drive 13mm swivel socket on a long extension. It helps if your on a lift.

No, you do not have to but you should inspect the hoses and replace any that are questionable. Cracks, bulges, soft spots, are all signs they need replacing.
Could be a number of things depending on how long ago the cooling system was serviced. Make sure the coolant level is correct this may be the most likely cause.

If you are leaking coolant, it can be occurring from any part of the cooling system. The radiator, engine, and hoses all need to be inspected to find where the leak is taking place. Also check the clamps on the hoses to make sure they are tight.
The radiator hoses will need to be disconnected. Remove the cooling fan. Unbolt the radiator and any shroud surround and the radiator will come out. Reverse to install.
ive never tried to stop mine but you can try replacing it cuz it sounds like the clutch in it has went out

Something is wrong internally with the cooling system. Could be a bad thermostat not opening and allowing the fluid to circulate a plug of some kind in the system or even a leaking head gasket.
If you are meaning the white plastic If it leaks and is draining entirely, it could mean the plastic reservoir has been cracked.
