There is no maximum since satellites can orbit at any altitude, but it could sure get crowded. For geostationary satellites that appear to hang over the same point on Earth, there is just one ring and international agreements control the orbital location to prevent overcrowding. Some distance must be left between satellites to prevent interference and collisions, and the satellites are clustered over the US, Europe and China-Japan.
