If you consider your height they are pretty small, but considering your weight they are normal. Because your weight is so low, probably there's not enough fat stored in your breasts and that makes them smaller.
If you are worried about this you can go to your doctor or to a gynecologist and i'm sure they would help you.
I am a 38 something and I am 15. I weight 123 pounds and I am 5 feet 3.
My breasts are regular to big, but even my younger sister who is 12 has your size and hers are small still.
