It was not treated as an occupied country. Austrians served in the German military and worked in German war production facilities in Germany and in Austria. Austrians also supported Hitler's genocide of Austrian Jews. Now of course there were various places in Austria that did oppose Hitler and the union with Germany. So naturally not all Austrians or Germans supported Hitler, however the nation as a whole did! When Hitler visited Vienna after the 1938 Anschluss, he was greeted by large enthusiastic crowds of Austrians. Austrians shared the same language and culture as Germany, and had the same enemies.
