That being said delegates usually have views that agree with those of the candidate they support and it is unlikely that large shifts would occur.

For the Republican and Democrat party it starts local and goes to county, state and then national. At the county it starts with the precinct committeeman. This person is the local representative of the party. They talk to people in their neighborhood and take what the people say to the legislative committee and the county committee. They elect party officers for the legislative district and the county party. They also vote on the county parties platform and vote on who gets to run a candidate. Precinct committeeman can be elected by fellow precinct committeeman to the state committee. The job is basically the same but on a bigger scale. Now they represent the whole county that they were elected from in the state party. They vote on the state party budget, platform, candidates and they vote on who goes to the national party. This is the top level. People in this position make up the national committee. This is the same job as being in the county committee and the state committee but for the whole country. Now they represent the whole state that they were elected from in the national party. They vote on the same things like the budget and things like that but now they also vote on who will run for president. After the primaries they go to the national committee that you see on TV and vote for the confirm the candidate. They also vote for national party officers.
