God is not physical and does not have a form. He strictly forbade the making of an carved image to represent him. Although one could argue that a painting or illustration is not a carved image, it would still be impossible to portray him as anything but a symbolic representation.
The Torah forbids it (Exodus 20:3, Deuteronomy 5:12 and 5:16) for two reasons. One reason is because it would be misleading, since God has no form. The other reason is that making an image or picture of God is the top of a slippery slope which leads down to idolatry.
