In some cases. Most people with dog Allergies are allergic to the dog's spit and/or dander (white skin flakes). The nice thing about a properly maintained coat on a Lab is that the skin and coat are quite oily and shiny, so there is much less flaking of dander than in some other breeds. However, overwashing a Lab or using a harsh shampoo would cause drying of the skin and thus dander. Healthy skin and coat oil levels can be encouraged by using salmon oil supplements for the lifetime of the dog as well as using the mildest possible shampoos and bathing the dog only once a month at most (relying on brushing the rest of the time).

For someone with severe allergies, no dog--not even a Lab--is a good option, so you have to weigh your own situation in consultation with your doctor and a vet knowledgable about Lab coats.

No, Labrador Retrievers shed a lot. If you happen to be allergic to dogs and wanted one that has a similar personality of the Labrador Retriever, I would highly recommend the Labradoodle - a Labrador and Poodle cross. These dogs had a Lab's friendly and obedient temperament and a Poodle's distinctive non-shedding coat. Labradoodles are hypoallergenic and they make excellent family pets.

This depends on the amount of poodle in the Labradoodle. I have a F1(half Lab, half Poodle) and she sheds a lot, but we have not experienced problems with our allergies. F1-B crosses are 75% poodle and 25% lab, this is the best cross for people with allergies.

No, they are not. Although with a healthy diet and lifestyle, they will really only shed two times a year, summer and winter.
