In most juristictions and synods, they may. In some small Lutheran synods, bishops may not, while priests/pastors and deacons/deaconesses may. Lutheran clergy who are not married are bound to celibacy. Those who believe they have the gift of celibacy, sometimes take a vow of celibacy to devote their entire life to evangelism and charitable work. This is most common in deaconess communites and amongst Lutheran monastics.

Yes they may marry. Mandatory celibacy is not required by most Lutheran communities. Compulsory celibacy for bishops is practiced in some small Lutheran jurisdictions. Luther himself, a German priest and monk, was married to a nun named Katarina Von Bora. Some pastors, bishops or deacons/deaconnesses who believe they have the God-given gift to do so may take a vow of celibacy to more fully devote their lives to ministry and social work.
