Pink peppercorns are a spicy berry. They aren't a true peppercorn, but are so called because they are a similar size and shape. They tend to be expensive, so many stores don't want to have them sitting around in inventory when demand is low. Rather than calling local stores and hoping to find them, your best bet is to order them online. Yes one can substitute black pepper for black peppercorns. Peppercorns are essentially pepper in the non ground up form. One may also ground the pepper corns to make them into regular small granuled pepper or just substitute the size in a recipe when using peppercorns.
Some parts of the tree may be poisonous (some people claim it is), but the pink peppercorns it produces are often used in cooking.
